Heres the rundown. The Agency took control of Pacific City by secretly introducing the 3 gangs, which were too much for the local police. In other words, they gave the city a reason to need the Agency. They plan to do this worldwide in order to assume total dominance. But really, their intentions are good, but their methods are evil as hell. Apparently their control allowed peace (after the gangs were disposed of), until now, with Catilina Thorne..
